The 20-40 second delay was a problem with my system as I was getting this issue:

Although the authors assumption that that PCI Express setting has anything to do with the disk sub-system is incorrect. But the setting of the setting of power settings to high performance does seem to fix the hanging problems for me.

I just tried to load the dmp file again to see if there where any issues and I'm happy to report that it was nice and quick.

I'm sorry to waste your time on the delay issue.
